What is a VEFA?
Vente en état futur d’achèvement – an off-plan purchase: you buy a home before completion and become the owner as construction progresses. The price is paid in instalments tied to building stages, and the developer must provide a completion guarantee.
Does the 3% VAT apply to every new-build purchase?
It applies to the construction share of a home used as your main residence, up to €50,000 of benefit. The land remains subject to registration duties. An investor who buys to let does not get the super-reduced rate.
How much are notary fees on new-build?
Registration (6%) and transcription (1%) duties only apply to the land share of an off-plan purchase, which makes them much lower than on an existing home. The Bëllegen Akt (€45,000 per person) often wipes them out entirely for a main residence.
Can I sell a reserved off-plan unit before delivery?
Yes, by transferring the contract, subject to the developer’s consent and a notarial deed. We regularly handle this type of sale.
How long from reservation to moving in?
Allow 18 to 30 months for an off-plan building, depending on how far construction has progressed at signing. For a new home already delivered, handover follows the usual notarial period of two to three months.
What does the newhomes.lu service cost?
Nothing for buyers. For sellers, the valuation is free and without obligation; the usual agency commission only applies if a sale goes through.
