
Why buy new-build in Luxembourg
New-build sometimes costs a little more per square metre. Over ten years it often costs less. Here is why.
3% housing VAT
For the construction or off-plan purchase of your main residence, the State grants the super-reduced rate of 3% instead of 17% on the construction share, either as a refund or applied directly. The benefit is capped at €50,000 per home. On a €600,000 apartment with €350,000 of construction, that is roughly €49,000 saved.
Bëllegen Akt
The tax credit on registration and transcription duties applies to the purchase of your main residence, new or not. It amounts to €45,000 per buyer, i.e. €90,000 for a couple, which in most cases covers all the duties payable at the notary.
Legal guarantees
An off-plan seller must provide a completion or refund guarantee. After handover, the two-year guarantee covers fittings and the ten-year guarantee covers the structural soundness of the building. You do not pay for construction defects.
Energy performance
New homes built today reach class A or AA on the energy passport. Triple glazing, heat-recovery ventilation, heat pump or district heating: running costs are two to three times lower than in a 1980s building.
No works, no surprises
No roof to replace, no wiring to bring up to code, no co-owners voting a façade renovation. Off-plan, you also choose the finishes: tiles, parquet, kitchen, bathrooms.
What to watch
The delivery schedule and late-delivery penalties in the contract, the actual habitable surface (loggias and cellars are often counted separately), the co-ownership rules and the projected service charges. We check these points with you before any commitment.
